Joel Lazarus is a doctoral student at St Anthony's College, University of Oxford. In his research, he investigates the international and domestic politics of foreign aid. His doctoral thesis concerns the politics of Western democracy promotion as both foreign policy objective and aid intervention in the former Soviet republic of Georgia. He has provided the following synopsis of his talk:

In this paper, I argue that the Western democracy promotion project is currently facing a profound crisis of legitimacy to which it seems incapable of adequately responding. The roots of this crisis derive from its detachment of democracy from social justice and from growing and irrepressible challenges to American hegemony from both powerful authoritarian states (Russia and China) and social democratic movements and states in Latin America. I consider the future for Western democracy promotion in the emerging 'post-post-Cold War' era
