Iraq and Afghanistan: the British operational experience of state-building

Mark Etherington was brought up in the Middle East, educated at York and Cambridge Universities, served in the Parachute Regiment 1984-1991 and subsequently worked - principally for HMG - in the European Community Monitor Mission 1992-5 (Croatia, Bosnia-Herzegovina and Hungary); and for the Organization for Security and Cooperation in Europe (OSCE) 1997-2002 (Vienna Secretariat, Kosovo, Macedonia and Serbia).

He was a provincial governor for the Coalition Provisional Authority in Iraq 2003-4; led HMG's 2005 Helmand planning team in Afghanistan; led HMG's Basra Provincial Reconstruction Team in 2006; and now works for HMG's tri-Departmental Stabilisation Unit.
